Dr. William H. Thomas is responsible for developing, implementing, managing and administering programs designed to carry out the mission and purposes of the Hampton Community Development Corporation (HCDC), and for managing the Hampton University Business Incubator. He became Executive Director of the HCDC in 1992, and Manager of the Business Incubator upon its opening in 1999. Dr. Thomas holds a law degree from Howard University and an undergraduate degree from Talladega College. He has also studied the development of public policy at the United States Coast Guard Academy. In addition to his experience as a private attorney, his professional positions held include Regional Director, Office for Civil Rights, Region IV; Assistant United States Attorney, Middle District of Alabama; and ownership of two restaurants in the Metropolitan Atlanta, Georgia area. In addition to his extensive law, financial administration, and business background, Dr. Thomas serves on several boards and has received commendations from numerous organizations. In 2000 he received the “Minority Business Advocate of the Year” award from the Peninsula Chamber of Commerce. He is currently admitted to practice law before the U.S. District Courts for the District of Columbia, the Middle District of Alabama, the Supreme Court of Alabama, and the United States Court of Appeals for the Fifth, Ninth and Eleventh Circuits. Dr. Thomas’ responsibilities include securing funding for all projects implemented by the HCDC.
Tara L. Fraley is the Administrative Assistant to the Executive Director of the Hampton Community Development Corporation and to the Manager of the Hampton University Business Incubator. She has held this position since November 2001. Ms. Fraley brings with her eleven years of business related experience, of which five years were served at the Williamsburg Area Chamber of Commerce. There, Ms. Fraley served on five Committees as Recording Secretary, assisted with the implementation of various marketing events, worked closely with numerous governmental officials, and participated in travel missions to selected cities in an effort to promote tourism to the Williamsburg area. She has studied English and African American Studies at the College of William and Mary and has had several essays published in the Travel Industry News, William and Mary News, and The Virginia Gazette. Ms. Fraley volunteers weekends updating the website for the Heritage Humane Society in Williamsburg and assists in feeding the homeless at St. Paul’s Episcopal Church in Newport News, Virginia. |
