James B. Victor earned his Bachelors Degree in Psychology with a double major in Zoology from Utah State University in 1960 and his Ph.D. in Special Education from Syracuse University in 1970. The emphasis of his major
in special education was behavior disorders in children with a cognate in developmental psychology. Twenty years ago he came to Hampton University to develop the program in special education. He first served as Coordinator of the Special Education and later as Department Chair in Elementary and Special Education. Dr. Victor was awarded University Professor in Hampton University's endowed chair program 1986-1989 and received the 1994-1995 Edward L. Hamm, Sr., Distinguished Teaching Award.
His published research articles include studies of teacher personality, attitudes and behavior and numerous research articles in the area of behavior problems and development. Dr. Victor was on the evaluation staff for the initial national evaluation of Upward Bound. He has collaborated with medical and developmental researchers in minor birth defects and risk models to predict later outcomes. In 1980, he conducted Oregon State University's Distinguished Educational Research Seminar and from 1985-1989 served on the Board of Directors of the Eastern Educational Research Association. In 1991 he was invited to present child behavior problem data relating to the structure of personality at the Netherlands Institute for Advanced Study (NIAS) of the Royal Netherlands Institute of Arts and Science in Wassenaar, the Netherlands. This work was the foundation for his current National Institute of Mental Health research grant, Dimensions of Personality in African-American Children. This project is the African-American component of a multinational research effort to develop the dimensional structure of personality in children. Dr. Victor is also the Principle investigator and Project Director of the Hampton University Faculty Development Program which provides research and faculty development support from the National Institute of Mental Health. This project provides support to the Behavioral Sciences Research Center to promote research activities by bringing together behavioral sciences researchers from the departments of Psychology, Sociology, Education and Nursing.
