Responsible for the day-to-day operations and administration of communications, training, and recruiting functions. Assist the Chief of Police in the development, administration, coordination, and implementation of department policies, procedures, programs, and activities. Works directly under the Deputy Chief of Police and serves as Administrative Services Commander.

Duties and Responsibilities

Duties include, providing fiscal asset recommendations to the Chief/Deputy Chief and assisting in department budget formulation and management. Oversee the day-to-day operation of Communications, Training, and Recruitment. Prepares general reports, and maintains accurate records. Supervises and evaluate the performance of subordinates assigned to Communications. Supervises and evaluate the performance of subordinates including disciplinary actions, continued training and counseling. Monitors scheduling to assure efficient and effective use of personnel and budget resources. Assures continuous accurate information flow between the administration and subordinates supervised. Maintains proficiency in the use of police related equipment. Assist in the screening and assessing of applicants. Assist in hiring decision. Performs related duties as assigned.


Must already be Basic Law Enforcement Certified. High School diploma. Associate or Bachelor’s degree in Criminal Justice, Public Administration, or related field preferred. 5 years of progressively responsible experience in the fields of law enforcement/security, emergency management and safety. Position requires good working knowledge of MS Office (Excel, PowerPoint and Word) and ability to use management data systems as required. Knowledge of City ordinances, state and federal laws and intent of Virginia criminal law; adult and juvenile judicial procedures; civil and constitutional laws; principles of supervision and progressive discipline. Ability to supervise the day-to-day operations of a communications section; ability to supervise the day-to-day of a crime prevention section; prepare clear and concise written reports; communicate effectively, both orally and in writing


Progressive management experience in campus safety, public safety, criminal justice or related field. Must demonstrate considerable knowledge of and experience in administrative functions to include policy and budget development/management and principles and practice of management. Ability to exercise direct supervision over civilian personnel. Demonstrative examples of successful leadership to include the development and management of subordinate leaders. Possess excellent written and verbal communications skill. Good physical condition, including vision and hearing. Coordinates the efforts of others to accomplish assigned work objectives. Meets physical stamina and endurance standards established by the Department of Criminal Justice Services.
