Upward Bound (UB) is a federal TRIO Program funded through the U. S. Department of Education to provide a cadre of program eligible Newport News Public School students with individual, small group, and online tutoring, advice and assistance in post-secondary course selection, and preparation to improve their performance on the SAT and ACT exams. Students will also benefit from workshops delivered during the Academic Year Component that affords participants the opportunity to explore careers and develop time management and problem solving skills through a comprehensive curriculum of monthly College Enrichment Saturdays held at Hampton University. During the Summer Component, graduated “academically eligible” seniors will receive individualized college counseling and enroll in Hampton University’s Summer Bridge courses for credit, while the remaining graduated participants will enroll in project-sponsored, noncredit bridge courses to reduce their need to pay for remedial courses as undergraduates and therefore decrease their time to degree completion.

COMPENSATION: Commensurate with qualifications and experience; includes comprehensive fringe benefit package. This is a grant-funded position. Continuation of the position is contingent upon the continuation of related grant funding.

Duties and Responsibilities

The Administrative Assistant is a full time, 12 month employee who reports to the Program Director and performs the following duties:

  • Perform administrative responsibilities required to effectively manage the project and work in concert with all staff to ensure that program goals and objectives are met.

  • Distribute incoming mail, type memoranda, prepare weekly meeting agenda and minutes, and file correspondences with the Office of the Vice President for Administrative Services

  • Maintain administrative files of all program activities and records of participants, design activity flyers, and process mass emails to program participants

  • Supervise the work study student(s) who perform general clerical duties

  • Enter student data into the program database, generate reports as requested, and perform other duties as assigned by the Program Director

  • Prepare invoices, reports, memos, letters, financial statements, and other documents, using word processing, spreadsheet, database, or presentation software

  • Coordinate and direct office services, such as records, departmental finances, budget preparation, personnel issues, and housekeeping, to aid Program Director

  • Answer phone calls and direct calls to appropriate parties or take messages

  • Prepare responses to correspondence containing routine inquiries

  • Perform general office duties, such as ordering supplies, maintaining records management database systems, and performing basic bookkeeping work

  • Provide office and telephone coverage as needed when Program Director and other program staff are out of the office.

  • All other duties as assigned.


  • The successful candidate must possess a high school diploma, have a minimum of three years of clerical experience, to include impeccable record keeping, accounting and organizational skills. Candidates actively pursuing a postsecondary degree will be strongly considered.

  • Demonstrate proficiency in the use of various types of office equipment and standard computer software packages.

  • Possess a positive and professional manner, effective written and oral communication skills, the ability to manage undergraduates, and demonstrated commitment to work with students from low-income, first-generation backgrounds and students with disabilities.

  • Ability to perform multiple responsibilities simultaneously, to work in a self-directed environment, and to plan and organize on both a daily and long-term basis.
