To this end, the university must have in place monitoring strategies and mechanisms to assess and evaluate performances of its functional areas and operations on a continuing basis. With these activities taking place, the success levels of the university’s components and thus the university can be determined.

With this managing principle in mind, President Harvey established the unit of Operations Analysis and Research at the university. A primary function of this unit is the assessment and evaluation of the functional areas and operations at the university. Another key ingredient for successful administration is the efficiency and effectiveness of this office in performing its duties. To this end OAR seeks to find and utilize the most sophisticated and reliable methods and technology to retrieve, store, analyze, interpret and report its findings.

Additionally this office provides service to the university by responding to its various requests for data. It also seeks to expand its ability to collect empirical data and provide trend analysis in order to further assist the university in assessing itself against the current “marketplace” in higher education. Activities carried out by this unit designed to achieve these objectives include:

1. Examining departments as to their level of efficiency, effectiveness and achievement of stated goals and objectives.
2. Generating institutional data and analysis in a timely manner to assist in the decision-making processes at the university.
3. Completing the required federal, state and institutional reports in addition to other reports of interest to the university.
4. Auditing departments and units to insure that the integrity of their financial operations is maintained as well as the policies, rules and procedures are strictly followed.
5. Monitoring all aspects of the athletic program at the university.
6. Researching, selecting and utilizing the most current state-of-the- arts technology when analyzing and reporting information.
7. Providing ongoing and evolving support for the university’s futuristic needs.

To carry out these responsibilities, the following positions have been assigned to the unit.

1. Senior Vice President and Chief Administrative Officer: Directs all aspects of the unit.
2. Research Director: Dedicated to coordinating and generating institutional data and analysis.
3. Reports Coordinator: Dedicated to completing and submitting federal, state and institutional reports.
4. Internal Auditor: Audits the departments with financial operations.
5. Technical Assistant: Provides the technical support needed to carry out the functions of the unit.
6. Secretary: Manages the office.
