CMSE Online is a compilation of grant proposal writing materials and resource links developed by the Center for Minority Special Education (CMSE). This web site is sponsored by Hampton University's Behavior Sciences Research Center as a grant writing resource for minority researchers. CMSE and the Behavior Sciences Research Center are located at Hampton University on the Chesapeake Bay in downtown Hampton, Virginia. Hampton University founded in 1868, is one of the oldest of the Historically Black Colleges and Universities (HBCUs). The CMSE project was funded through a U.S. Department of Education grant to accomplish the Individuals with Disabilities Education Act (IDEA) mandate to: "Provide outreach services to minority entities and underrepresented populations to assist them in participating more fully in the discretionary programs under the act." CMSE was funded through September, 1997.

CMSE ServicesFrom 1992 through September, 1997, the Center provided an array of grant writing outreach services to Historically Black Colleges and Universities (HBCUs) and other institutions of higher education serving at least twenty-five percent (25%) minority students (OMIs), including American Indian Tribal Colleges. The Center developed this page to make available grant writing materials it developed and used in conducting its three-day proposal writing workshops.
